Section is "Why NSPS?" states that current pay system results in outstanding performers being paid as poor performers" Conversely, it will also allow for poor performers being paid more than outstanding performers because of favoritism. The current system in place is not perfect, but it allows for a somewhat fair distribution of salaries and limits the possibility of favoritism. I oppose this change.
