Section: Hiring and Staffing Flexibilities Under Workforce Shaping, it states, "Simplified RIF process to provide for greater precision in defining competitive areas and retention lists." This statement is highly vague. For instance "simplified RIF process" could encompass just about anything and everything. RIF proceess needs to be defined.
