I am a CSRS employee with 27 years of service. For at least 20 years, I was a the first, second, or third level supervisor to as many as 180 people. In my opinion, the tools are already available to reward exceptional performer and weed out poor performers. Therefore, I am adamantly opposed to the new personnel system because power corrupts and absolute power corrupts absolutely. In my opinion, the real problem with the current personnel system is poor management. The highly praised new personnel system will simply give poor managers/supervisors an even greater ability to abuse/mistreat/discriminate against employees that have minimal resources to fight back. Additionally, it creates an environment where supervisors can terrorize employees/subordinates with little fear of external influences, such as unions, grievances, lawsuits, etc. In summary, I have had an excellent career. However, it was not due to great leadership and/or exceptional supervisors/managers. To the contrary, I would say that I was afforded the opportunity for progression because I earned the respect of my employees and they inturn worked very hard to make me look good, inspite of the mediocre evaluations that I received from my supervisors. Therefore, I do not trust ANY PERSON with this degree of power over others to do the right thing simply because he or she is the supervisor.
