(Beyond 16 March) Rationale: These proposed rules/regulations effect changes in the way public expenditures are made. Examples: "The proposed regulations establish a pay system that governs the setting and adjusting of covered employees' rates of pay." (FR/ Vol 70/ No. 29, Feb. 14. Page 7559, Column 3, Lines 12-15). "DoD will determine the rate range adjustments and local market supplements considering ... labor market conditions, availability of funds, ... ." (From Page 7559, Column 3, Line 33 to Page 7560, Column 1, Line 8).
