The current GS pay system has checks and balances set up to help prevent abuse of the system by supervisors. As I understand the pay banding system, a supervisor is allowed to pay an employee what they feel the employee is worth with little to prevent abuse of power. If a supervisor holds a personal grudge against an employee they have unchecked authority to unfairly discipline said employee. With no independent grievance system in place the employee would have no recourse to this adverse action. Conversely, if a supervisor is "buddy-buddy" with an employee he is likely to award a higher pay status because of this personal relationship, irrespective of how good or bad an employee's performance may be. With the current GS system an employee may be able to "brown-nose" their way up the food chain and pay scale, but it is much more difficult to be unjustly punished monetarily. I feel the pay banding system opens too many holes for abuse while not solving any significant problems with the current pay system. I am against it.
