Sec. 9901.406 Setting and communicating performance expectations. None of this is realistic in a situation in which uniformed military supervisors unless they have the training and understanding of the CIVILIAN personnel system. Of particular concern is section (b) “civility and respect for others” What is this elementary school? Sec. 9901.407 Monitoring performance and providing feedback. How will MILITARY supervisors be held accountable for their rating actions? They have no stake in the system, and can ruin a civilian’s career, if they employee doesn’t see things their way!
