I have read through the concise sections of the new program, and believe it holds great merit if managers utilize the rules and intent of the program accurately. I retired from the Air Force after 24 years, where who you were, and the position you held was primarily based upon your rank (which, mostly, is up to the individual to attain). I have now worked for civil service since retirement (4 years so far), and have seen how favoritism and poor civilian managers can create poor morale, poor mission support and havoc in what otherwise could be a great place to work. My concern is that there will be individuals deserving of greater pay, allowances and promotion that will never be noticed due to civilan managers that participate too heavily in the negative aspects of favoritism. I hope this does not happen, but I expect it to - at a percent of occurrence dependent upon the location and working atmosphere of the installation.
