Section 9901.211 (Career Groups): DOD has not identified the criteria or rationale for specific career groups in the notice. A new notice to the Federal Register must be submitted by DOD when detail is ready for public comment. Until such time, the current published notice is a waste of time as individuals cannot provide intelligent input on this new personnel system. Section 9901.212 (Pay schedules and pay bands): DOD has not identified or provided rationale for specific pay bands in the current notice. A new notice to the Federal Register must be submitted by DOD when detail is ready for public comment. Until such time, the current published notice is a waste of time as individuals cannot provide intieligent input on this new personnel system. General comment: The DOD has rushed into publishing this notice so as to hastily commence a new personnel system without any real detail. Or worse, they know the details of the plan but choose not to include them in this notice thus keeping the American people including GS DOD employees in the dark as to their full intentions. Given the very poor planning for our most recent military conflict there is zero confidence that this system will fair well. The civilian personnel will certainly not greet the pay components of this new personnel system as liberation and we will surely go back to the "good ole boy" system of who you know and not what you know or do. Lets drop all of the fancy theories and get with reality. Leadership comments in this notice leave the impression that they are not even aware that they can withhold grade and step promotions for poor performers. The real risk here is to commence this system hence pitting personnel against one another instead of working as a cohesive agency. DOD civilian personnel will not dare suggest anything to leadership but the status quo (yes men but nothing creative or helpful). This will create just the opposite effect sought by DOD. If pay banding is such a great idea lets get rid of the outdated, rigid military pay structure as well and send them into pay banding. I suggest that DOD go back to the drawing board because right now their performance grade is an F.
