"PAY FOR LONGEVITY replaced by PAY FOR PERFORMANCE". Hoorah for the Office of Personnel Management! I am a GS-09 federal employee holding an administrative position. I have been employed by the federal government for almost 20 years. I have seen every type of abuse of the current system imaginable. Managers who will not manage or discipline employees. Employees who take advantage of management by not working, coming in late every day, abusing sick leave, taking 2 hour lunches, and verbally attacking other employees because they know absolutely nothing will be done to them. What manager wants to go thru months and months of personal agony and possible court appearances just to discipline an over-bearing, trouble-making employee? In the end, when the union gets involved, the manager is the one who ends up looking bad. Managers and supervisors are scared to even write a simple letter of counseling. They are powerless under the current system. It's as simple as that. The current system is insane. That's the best way I can explain it. Everyone I know has "memorandum's of record" hidden somewhere waiting for a court case to come up that they may get involved in. At one military installation where I worked there was a FWS employee who was caught with a stack of pornographic magazines in his shop area. This employee never performed any type of work whatsoever. He mostly slept all day or talked on the phone. He was finally ordered to serve 30 days without pay, but it took 2 years before the punishment was "approved". Even then, the employee was allowed to choose when he would take his 30 days off, and had another year to pick the month. At my current place of employment, there is a GS-11 who makes $65,000 a year for doing nothing but driving around wasting gas EVER DAY OF THE WEEK.. His job is supposed to be an office job. This so-called employee also harasses, curses out co-workers, and acts like an obnoxious jerk to everyone including the "managers". Management will not do anything to this employee because the employee has 26 years of service with no disciplinary records. Why no disciplinary records? Too much trouble. This same employee also receives incentive awards and quality step increases at the end of every rating year. Why? Because the employee has 26 years of service and would file a grievance if he/she did not receive an award. Why should an employee be allowed to perform in this manner just because they have 26, 27, or whatever years of service?? Obviously- I am in favor of a new personnel system. ANYTHING would be better than what we have now. The federal government is losing good, hard-working employees because of personnel practices. I have seen it. Pay for performance? You bet! Bring it on. Make it happen. The sooner, the better. Make the employee accountable for his/her actions on the job. In every respect. I have read the NSPS document on the federal register. I think it is well thought out, and I applaud the administration for finally doing something to "fix" the problems we are facing. I think we will see a large increase in retirements and resignations, but it will be for the best. I still have almost 20 years to go before I can retire. Please, please make it easier than what it has been thus far. I will gladly accept more accountability in exchange for a fair, easily managed personnel system that actually WORKS. I apologize that this statement got to be this long. It was not my intention at all. However- I appreciate the opportunity to express what has been on my mind for 20 years! Thanks.
