Subpart-G Adverse Actions An essential part of being a DoD employee, particularly with regard to acquisition of goods and services, is the good stewardship of the taxpayers dollars. In many respects, the current civil service system provides protection from retribution by appointed government officials who have close ties to organizations that also sell to the government, and who's motivations may be driven more by follow-on opportunities. It is important that we maintain that "firewall" between elected or appointed officials and career employees of the defense acquisition workforce. Establishing a system that allows these career employees to be terminated more easily, with less substantiation, and with less opportunity for reconsideration, inherently puts the system at risk for exploitation by those whose motivations are not in the best interest of the taxpayers. We must ensure that employees can not be capriciously terminated without proper checks and balances of recourse due to monetary, or emotional incompatibilities of managers and employees.
