Labor relations and pay raises. The average employee will lose the the protection afforded them by civil service and it will be less attractive to work for the government. I am not talking about people who don't perform their jobs. I think it should be easier to get rid of them. I am talking about employees with good ratings. The attractive thing about being a civilian employee was knowing you will get pay raises and they were not based upon subjective decisions. Their is much favoritism in the system for promotion. Imagine how good employees will be disenchanted when they don't see any potential for improvement without brown nosing.
