4. Single Process and Standard for Action for Unacceptable Performance and Misconduct Congress enacted Chapter 43 in part to create a simple process for agencies to use in taking adverse actions base on unacceptable performance. The system that is in place now has some requirement of fairness for the employee. It requires that the supervisor make a real effort to show the employee where he or she is lacking and what areas of performance that needs to be looking at. There is a time requirement for the improvement and the supervisor and the employee would readdress and there was an understanding of how the process worked. Under this new play it would appear that management is more set on taking adverse action than making a good working relationship with employees. This new system does not make a manager manage their people or the workload it just allows them to punish. With a system where the only goal is to please the person that controlls your posible increase in yearly income. In most cases the supervisor has very little real knowledge of the product area and that does not always promote good workers it promotes the ones that get allong with the supervisor. In any system in DOD more than other government the goal is see that our war fighters have everything they need and I think everyone needs to look and see if this will do that without driving away good hard working employees.
