This new system should GRANDFATHERED in. This is the second time in my 23 year civil service career pay has been affected. Neither one is what I was hired under. It looks like this is a good way to force CSRS employees out or put a pay cap on them. Also it looks like a good way to get the "GOOD OLE BOY SYSTEM" going again.
