In the Training Section of the proposed NSPS, nowhere does it specifically address the Keystone Intern Program. Several Interns have been brought into the GS system recently with the understanding that the Keystone Program as it is set up, would give the Intern promotions based on completion of their Individual Development Plans (IDPs). Under this proposed NSPS, how will this issue be addresed? Will the NSPS specifically address this issue at all?
