The NSPS personnel system is doomed for failure. The thought of "losing income" in a payband system for poor performance is unacceptable. For example we have seen a GS-12 supervisor that has been so overbearing that staff have quit their jobs, requested demotion or transfer to another section, or left the agency period. The list of complaints has never ceased against this supervisor. The staff that have been transferred to other sections have done extremely well and have had "highly successful" or "exceptional" on their evaluation for EQUAL-IDENTIAL WORK! So the concept that managers are in control of our destiny will not result in any increase in productivity. The so-called safeguards are irrelevant since management has the final decision. You can certainly expect and high increase in EOE Complaints- guaranteed. Furthermore, some us work in a "team environment". Now with NSPS in place, we will be pitting against each other. So the "team concept should be eliminated all together. Every agency has "back-stabber" or a "snitch" that misrepresents the facts for their personal gain. Once NSPS in place, everybody will have this "mind set". In addition if you were in a cap in your payband, why would anybody go the extra mile, if you were going nowhere? Then what if " GW says we don't have any money to give DOD employees because we need the resources overseas for GWOT per the Bible's instructions? We expect a major turnover rate within the DOD once this system is implemented. Mr. Rumsfield plan is so obvious-outsourcing the positions to Brown-Root. Nobody supports this system-period. To tell employees that this is "exciting" refers to only management. In the end it will cost the taxpayers more.
