The problem with this new system is that it is based on the same principles as the old system, which have proven to be ineffective. So, why would anyone believe that this is going to be an improvement. It is just a HUGE waste of taxpayer's money to implement a system which basically does nothing to improve the effectiveness of the federal workforce. Currently, while we have all kinds of performance goals and objectives, what it boils down to is that awards/promotions are based on whether or not the supervisor/management likes the employee or not. Under the new system this will be perpetuated and elevated to encompass the employee's entire salary. Once NSPS is implemented, anyone who is a good performer, but humble and does not brown-nose the boss, can expect to receive very little in salary increases, if anything, therefore effectively losing money every year as taxes, inflation and the cost of living continue to rise. While the brown-nosers will continue to hold their jobs and actually receive pay raises every year, which does nothing to alleviate the problems within the federal workforce. If the current laws and regulations were just enforced, management could release non-productive workers and the federal government wouldn't be wasting all of our money on training and implementing a worthless new system.
