Section: Paybanding Comment: I am a Penn State graduate, B.S. Business Administration, 54 yrs. old with 16 yrs. experience in private industry and 17 yrs. govt. service. The current pay system is totally capable of rewarding quality people and dealing with poor performers. What I have seen in my govt. service has been an abuse by mgmt. of the system, by rewarding the people who support mgmt's. political plans, and punishing those who do not. In spite of this, I have produced high quality work in the field of logistics for many years, have served overseas, assisting our troops, and enduring poor living conditions. At the same time that I receive no recognition for my work, I see others rewarded with large monetary awards and step increases for doing nothing more than assisting the supervisor's political goals. These are facts. Th new proposed system would only make the current situation worse, much worse. It is not the system which has to be changed, it is the lack of willingness of mgmt. to leave politics behind, and focus on the real issues, and deal with personnel issues in an honest, forthright fashion. If the new system is adopted, it may ruin the valuable asset of a dedicated civilian support force.
