I would like to address the section dealing with pay for performance. I have been in Federal Service for 34 years. On a daily basis I see border line performance by My Supervisor and little, if any, encouragement or rewards when a job is well done. I have no faith in this type of supervisor making an honest impartial decision when it comes to who gets a raise and why. All employees, except those willing to curry favor with this type of supervisor, can expect nothing in the way of fair and equitable treatment. The quantity, quality and dedication I feel I have given My work could not matter less when decision making is left in the hands of a supervisor who would rather do nothing than spend the time filling out the paper work necessary to justify any reward for outstanding work. Older supervisors are set in their ways and regardless of the good intentions of the new system will still fail to recognize the honest work of higher performing individuals.
