Comments:
I have one concern of NSPS. I am an employee that contributes greatly to my current office. Under NSPS I would likely fair well. I am going to laterally train to a new position which I am unfamiliar with and will undergo much training. In my new office I will not contribute as much for awhile. What motivates me to move from a position that I know I will fair well under NSPS to a position of career broadening that could harm me financially? Under NSPS it seems personnel will hesitate to move out of a position they are very familiar with.
