You state "...the limitations imposed by the current personnel system often prevent managers fromusing civilian employees effectively. The Department sometimes uses military personnel or contractors when civilian employees could have and should have been the right answer." Yet you exclude contracting out from negotiations with employee representatives, and from Congressional oversight (since it would not be covered under the 30/30/30 process). Why would the Department need to contract out when "civilian employees could be and should be the right answer"?
