Comments:
My biggest concern is cross organizational performance. I work for the NAVAL SEA SYSTEMS COMMAND with a headquarters staffing level of around 2,400 people and field organizations with people that number in the 10's of thousands. The directorate where I work is around 230 people. We are very engaged in implementing our business plan and this requires lots of cross departmental and cross directorate interaction. Specifically I am concerned that this type of activity will not be recognized as important performance objectives in NSPS. My impression is that we will be very stovepiped and that our performance objectives will be too focused on department/division specific goals rather than the broader goals of the organization thereby compromising the potential for process improvement and efficiency
