I guess I really don't understand "performance based". Don't we now have a rating system now where we are given apprasials every year. Shouldn't an apprasial reflect your performace?????? I think if the current system were used correctly where an emplyee not performing was give a 4 or 5 rating instead or a 7/8 rating the system would be usable. I know most of us who have been around know that does not happen. I have never heard on an employee receiving a 5 in any block on an apprasial. It just seems to me in a rating system where 9 is a good as you can get then 5 would be just doing your job, nothing more and nothing less. Ratings or 6-7-8-9 would be for those performing at a higher level than those just doing their job. We all know that does not happen. It seems this performance based rating system is a change just for the sake of changing something. Creating just a different form for the apprasial, I wonder how much money these new systems will cost in just changing the paper products to go along with the changes, New requlations cost money. I do feel the hiring process could be better. It takes an act of god almost to get hired on. Also, changing career fields (to maybe get promoted) is almost impossible. I am a 2010-11 and to get to the 12 is extremely hard. Another thing I totally disagree with is the whole person score. I have a two year degree and getting past the GS-11 is really hard without a 4 year degree. I am a retired military NCO and I feel experience means as much as any college degree. I mean having a 4 year degree in business in no way make someone more experienced/qualified in say Logistics than a retired NCO with over 20 years in the Logistics career field. Yet this happened at Tinker. The former Logistics Director made it plane that there would be no GS-11 2010 individuals promoted to the 12 level without a 4 year degree. That is just plain wrong. As a supervisor I would rather hire someone with several years of experience over an individual with a 4 year degree and only 1 year experience. I agree there should probably be a mix of experience levels but to promote someone with a degree ahead of someone without a degree is wrong. I am sure this new system has it merits, I guess time will tell because I am sure my comments mean very littl.
