It is about time for the GS system to get revamped. It is too cumbersome to effectively higher personnel in a timely manner. The old step increase methods gives pay increases to anyone even those individuals who do the bare minimum of work. The pay band system has worked for the Nonappropriated Fund (NAF) employee for many years and there is no reason why it can not work for the Appropriated Fund (APF) employee. The labor relations changes are good also. As is the revisions to the performance appraisal process.
