3. Performance management. Sub Part D. Insert “There will be no imposition of an arbitrary limit on the number of employees rated a certain levels”. Justification. As a manager, there needs to be no arbitrary limit on number of top performers in an organizational unit. If I feel like 10% or 30% are top performers, I need to have that rating flexibility. Because DoD has no “up or out” system (like the military) to open opportunities in the SES ranks, the DoD can not thoughtfully impose artificial restrictions such as only X% of employees can be rated as top performers.
