You state that when an employee's behavior impairs task/job accomplishment, it should affect the employee's performance appraisal. You state further that this does not change a supervisor's responsibility to take prompt corrective action in the case of actionable misconduct. This allows supervisors to punish employees twice for one offense. This is unacceptable.
