If employees are to be rated on their behavior, then they will be afraid to question anything their supervisors or managers say or tell them to do, even if what the supervisor says is illegal. They will be afraid to call safety issues to the attention of their management, for fear of being accused of bad behavior. Whistle-blowing protections are defunct with this process.
