By allowing supervisors to determine the amount of performance share and employee will receive as well as the split between salary increase and bonus, you open up the probability of discrimination and arbitrary punishment, and allow the good ole boy network to thrive. This is contrary to encouraging the workforce to think and operate as one cohesive unit. It will not ensure that employees are rewarded based on performance, but on their relationship (either good, bad or indifferent) with their supervisor.
