The Federal Register addresses the creation of the National Security Labor Relations Board that will be made up of independent, distinguished citizens known for their integrity, impartiality and expertise. Will these board members be DoD employees, and hence subject to the regulations, issuances, policies, etc under this proposal? If members of the board disagree with the Secretary, or intrepret the regulations in a way that is contrary to his wishes, will they receive a bad performance rating, have their salary reduced by 10 percent, be accused and judged to have committed a Mandatory Removal Offense? If so, then the board will be ineffective.
