Subpart C, 9901.322- Every year, Congress and the President determine the COLA that federal employees receive. Under the new system, it looks like DOD determine when to adjust the rate ranges and not neccesarily every year. Ergo, if you are one of the "lucky ones" that falls under NSPS early on, you will not get the COLA when others will. And in the future, DOD could decide not to increase the rate range for years. I think there should be a minimum time set for increasing the rate range, like every 3 years. Also, insurance goes up every year for the federal employees. This coincides with the COLA given. Will something be negotiated with the insurance companies to stabilize their rates and to adjust them when the pay is adjusted?
