Comments:
The Secretary is offering the employees' representatives a carrot by including the numbers, types, and grades of employees in the bargaining process. The Secretary, however, is bringing a stick to the table by excluding other rights previously guaranteed by law from negotiations, and further stating that the Department must be able to act against threats without unnecessary delay. The Secretary further states that negotiating with representatives can seriously impede the Department's ability to meet mission demands. The Secretary is throwing away civil service protections and laws in the name of mission.
