Subpart E 9901.514. I can understand with our forces world wide that there would be times in other countries where the DOD would need to hire non-citizens but I think this part should be changed to read "outside CONUS". If the positions are located in the United States, only US citizens should hold them and if they are outside the US, they should only be filled by non-citizens in extreme circumstances.
