It appears the new pay system is designed to reduce the budget and labor costs and slash cost of living increases which will erode the system. It "is supposed to" reward top performers. This will not be the case. My experience has proven that managers reward their favorites not always the top performers. A lot of top performers continue to have the work piled on as they don't complain but simply carry on with their tasks as they have a good work ethic. A lot of the less productive people complain about being so busy and no new tasks are assigned. Perception is the key here. I believe this system has to be rethought before implementation.
