4. SubPart C Initial Conversion: Insert at end of first para after “…loss of pay”. “Workers will transition initially with no loss of pay, and absent any adverse actions or voluntarily moving to a lower pay band, will not lose pay from the original baseline in succeeding pay periods.” Justification: This is equitable treatment for personnel who continue to perform well and have made the career commitment to the department. If they are not going to be “grandfathered”, which actually would be fair for personnel with more than 10 years solid job performance, then at least they should be assured that, barring adverse action or giving up responsibilities, they will not lose pay in succeeding pay periods.
