Section "Classification - Subpart B" on page 7558 does not specify how those currently classified as "Researchers" or "Experimentors" will be transferred into this system. Table 1 on page 7559 does not specify how the grade and step of current "Researchers" and/or "Experimentors" will be translated into pay bands. Please provide details regarding these matters.
