First of all there wasn't anything wrong with the old system it was a good system the problem was that supervisors did not inforce it, they could do the same thing with the old system as this system, I think the problem with the old system is that the supervisors were not fully trained, having been a supervisor I know that for a fact. The only changes that needed to be done is for OPM to be taken out of the process, let the base have direct hire. Shorten the process, by letting supervisors grade the appications, shorten the time from when someone sumits a appication to the time they are called in for interview.
