In a perfect world, this pay banding would work, but in this world, where you have the majority of Managers that still operate on the buddy buddy system, which in turn this will carryover. I can't see how this could be done fairly, because instead of rewarding the high achievers, the friends, and kiss ups will get all the awards, that's the problem we already have with the appraisal system. Here in my unit, it's not what your know, but whom you know, and that is how people are hired, appraised and so forth.
