I am not addressing specifics, but a general comment. 1. NSPS would cause unfair raises and demotions which would lower morale. (In the past if a supervisor played favorites; it only affected your chance to get another job, but with NSPS, it could affect your financial future). 2. If an employee feels that a supervisor is unfairly evaluating him and it cost the employee financial distress, then there is a possibility of more disgruntled employees and to a more severe degree. 3. The government is run completely different than anything that is learned in college. Most or all of an employee's experience is learned on the job, not in college. When NSPS says that they want a more experienced younger workforce; they are playing with fire. Some of the best employees, at the base where I work, are not college graduates and are 35 and above. 4. I believe people will be unfairly discriminated against because of age, in this new system. And because of absence of college, in the fact that - although they have been in a position for 10 years and know all that there is to know; they can be beat out of a position because a 24 year old comes on the scene with a college education, but doesn't know the first thing about AF regulations, T.O.'s, Top Secret etc or the job in general and will have to be taught from scratch. 5. Supervision is encouraged to care about their emplyees. With NSPS, a supervisor may become fearful of appearing too friendly with an employee (in the course of a work day), which could cause tension in the workplace. Or the supervisor could become fearful of evaluating employees and the retribution they could face...... 6. I believe NSPS is unfair and will create a disgruntled, hateful, backbiting and fearful work force.
