The new system is the worst thing that can happen to DOD employees. It is alleged that it will stop the good old boy mindset and taking care of cronie friends and relatives, but it will do the complete opposite. As a DOD employee, I see this favoritism daily, in hiring, promotions, awards - the ones that kiss up to the boss are the ones that get the cash and promotions. If you do your job the way the American public would want, speaking up when waste, fraud and abuse are happening, you get shut down as far as moving up the ladder. The chosen ones get all the training, and the rest get nothing. Any forward progress that women and minorities have made will go by the wayside. Using this new system to set pay will see good workers fall behind in their earnings, and some may never see additional salary money. We could lose our job because of political beliefs. The system removes any check and balance system. It gives too much control to one person. If the boss doesn't like you, you'll never see another dime in your paycheck. Regardless of what anyone says, they hold grudges FOREVER. I've seen employees be passed over for promotions for 20 years because the didn't agree with the supervisor....this will just harbor more treatment like that, but will be worse because you'll have no recourse. The current Civil Service system was set up to stop these kinds of practices. If it doesn't do it very well, this new system will surely fall even further short of being equitable to all employees, particularly when you put one person in control of someone else's livelihood. This is a time bomb waiting to happen, and a real slap in the face to federal employees everywhere.
