I currently work for an organization that utilizes pay banding. In years past, the supervisor conducting the performance rating will rob points from individuals in order to inflate the ratings of his favorite employees. The so called "safe guards" against this happening, as implemented by this organization, are a joke. The supervisor will rate an employee then review that rating with other supervisors. The problem is that the other supervisors have no idea of the employee's performance, and in some cases, may not even know the employee. Therefore, the ratings go unchallenged. If the rating is protested by the employee, it is forwarded to a department head who is located hundreds of miles away, bypassing the local detachment head. The department head does little more than rubber stamp his supervisor's original rating, ignoring facts offered by the employee that are relative to the rating. This system of rating, as practiced by my organization, is a prime example of why this proposed system is a bad idea. It puts too power into the hands of individuals who abuse the rating system to "pump-up" their "fair-haired" employees at the expense of others.
