A large number of dedicated, concientious federal employees have devoted their lives to serving the Federal Government. In many cases they are underpaid, and take longer to move "up-the-ladder" as opposed to private industry. With the implementation of the NSPS, it will further inhibit those who don't fall in to the 'buddy system", although still preforming at a high level. NSPS will further enable less scrupulous managers to promote their friends, prospective girlfriends, golf buddies, etc., while leaving behind, if not losing, equally qualified, and even more dedicated civilian employees who, previously were assured of steady and progressive pay increases. As this word gets out, this will further inhibit the Governments' ability to attract and keep future employees of a quality nature. This information is blatantly obvious to anyone with any common sense and no axe to grind. Don't fix it if it ain't broke...something the Federal Government keeps missing. The cost of this mistake is in the untold millions of dollars.
