I think this whole idea stinks. Having recently retired from the US Army and quickly becoming a GS employee I see the differences and similarities between the 2 systems. Nothing has changed to require this major overhaul of the GS pay system. Hiding this bill in another bill and allowing only a 30 day comment period makes this whole plan smell rotten, it stinks. One of your comments in the FAQ sheets mentions: " while preserving the core, enduring values of trhe civil service". These changes may cause you to lose many civilain employees who have become accustomed to the GS step system and annual COLA pay raises which is what soldiers, airman and sailors are gauranteed also. So why take away something like the annual COLA and STEP system form the GS employees when soldiers receive them.
