While I do agree that a faster hiring system and better format to address disciplinary/adverse actions is needed, I believe that pay based on performance is leaving the system wide open for favoritism to run rampant. Civilian evaluations will be overinflated just like the military system. Those who are buddies with the boss or those with the short skirts will be promoted and be rewarded with cash because they get better performance reports than others. This already happens today - I believe this gives carte blanche to that type of abuse.
