Comments:
I have been associated (first active duty, then civil service) with the Air Force since 1973. My experience is that we have very good systems when it comes to taking care of our people as codified in regulations and instructions/manuals. However, people (management) has tended to twist the intent and pervert those personnel systems with favoritism. I like what I'm reading here in the codified NPS. However, I hope we use this change as an opportunity to correctly implement what looks to be a good system. I see that there are appeal/grievence systems codified and that was my main concern.
