These comments are in reference to the entire process, but more specifically towards Subparts C, D, & G. I understand the point of the process is to make it easier for the DoD to get rid of underperforming employees, but it also puts all average, above average, and exceptional employees at the mercy of their individual supervisors. The older rules may have allowed for poor employees to stay, but they also protected good employees from the judgements of one person (their supervisor). This new process is nice in theory, but in reality it is quite poor. This will allow supervisors to effect an employee's pay and position purely on their personal feelings towards the employee, which is completely unacceptable. This process provides no protection and the only way to appeal is to go through this same organization that developed the process itself, which is also unacceptable. It is my firm belief that this new process will cause nothing but problems, and the current processes should stay in effect.
