While there are some positive items in NSPS, there are many negative items. Time and time again, Supervisors have selected their favorite people to get awards and not neccesarily those who have performed. If a Supervisor wants to target a high performing employee they can. This system has many flaws since we don't live in a perfect world. In an Ideal world with no Favortism, Corruption, or hate and discontent towards any one person this would be great. Unfortunately this now gives the managers and supervisors to award money and salaries to their friends not the people who are doing the work. Gee, a High level manager has his or her spouse working in the Dept, not only does the family member now get promoted now they line their own families pocket. I have seen this done a million times. Nepotism in the Goverment runs rampant, and yet this is okay. So I guess those who don't have family, Cousins, or close friends watching out for them are screwed. What about those who might have different view points then their managers or supervisors, well now they can really mess up your career. Their are no safeguards from Managers and Supervisors abusing what NSPS really stand for. This is why I am not for NSPS, but I like the idea, it just needs more refinement to protect those employees that can be targeted by a manager and their friends, how do you fight that.
