Paybanding: What are the safeguards that will prevent an evaluator/supervisor from losing his or her objectivity, and hire and promote only those that think, look, and have the same general attitude as they have about social issues? I will venture to say there is none? I am a GS-15 presently employed by NAVAIR, and what I have seen over the last ten years, is nepotism and cronism as it applies to who gets promoted, gone totally out of control. What/how will we ensure that we have a diverse workforce at the top of the hierarchical pyramid? I personally believe that members of the minority groups will be at risk. Just take a look at the private sector, if a minority is not ten times better than his caucasian counter part, he or she doesn't stand a chance of surving, or being promoted into a meaningful ( policy & practices) position.
