I think the NSPS is a great idea...I 've worked for private sector unions and now federal unions and I've seen alot of lazy workers compensated for their lack of motivation. This isn't fair at all...this new system is way overdue. The lazy, unmotivated workers will have to step up their performance or get out. Seniority hiring is a farce...the person may not be qualified to do the job and still gets the promotion...this is wrong.
