Two questions: 1) What will be done concerning those on special pay schedules (such as 1550 and 2210). If I were to place my salary (currently GS12) based on the current general GS schedule, it would place me in the GS13 scale. I cannot have that schedule without being required to be manager/etc according to current personnel requirements. 2) If the manager rates my performance as exceptional, what are the garauntees that there will be money available to give my rate increase or bonus as well as other department's employees. Seems that there will be a limited amount of money that all will have to fight for, if my management doesn't fight very well then I would remain unpromoted.
