I have had a good career with the federal government, however, I have been a victim and I have witnessed the practice of unfair evaluations. Every area that I have worked in my 23 year career with the government it has always been a personality contest. I have seen some fair evaluations; however, I have seen more unfair evaluations. The employees that the supervisor’s personality clashed with, their appraisal always suffered and the employees that the supervisor connected with would get the outstanding appraisals regardless of the amount or quality of work they produced. Each and every one of us is different and to be evaluated poorly or outstanding based on personal feelings is unfair and unethical. The point that I am trying to make is that this new system will add fuel to the old “buddy/buddy” system. My question is how or what will keep this type of unethical practice from taking place. If the pay ban system is going to be implemented, maybe employees should be evaluated by their coworkers. I believe that this would minimize the buddy/buddy system that we are repeatedly exposed to in the federal government.
