Under Labor Relations it reads as follows: The proposal provides for bargaining over procedures to be used in exercising other management rights (layoffs, RIF, selection or promotion procedures, disciplinary actions), but such bargaining may occur post-implementation. If the bargaining is post-implementation, then management is not bargaining in good faith. Such bargaining must be completed, before implementation of NSPS commences.
